Introduction

The research program began in light of increasing community support and expectations for recycling programs. In 1995, EcoRecycle Victoria (formally known as the Waste Management Council) commissioned the Institute for Horticultural Development (IHD) to evaluate the risks of spreading pests, plant pathogens and weeds (PPW) through the recycling of green waste. A literature review conducted at the commencement of this research had failed to identify any major studies of a similar nature.
